The last parliamentary session passed a bill to legalize the gambling market in Kyrgyzstan. Most of the deputies voted for the adoption of the bill. The legal framework regarding the changes in the gambling market applies directly to foreign players. It is planned that such a decision may also soon spread to local players. Previously, the relevant legislative acts completely banned gambling in the country.
Adoption of a bill to legalize gambling
Gambling legalization law in Kyrgyzstan has been considered for several years, but it has been adopted only now. At first, this law was blocked by the votes of some deputies, but by a majority, it was finally passed, which opened up great opportunities for developing this industry.
The representative of the National Law Enforcement Committee was critical of gambling. He planned to prohibit not only online casinos and sports betting sites but also specialized offline establishments which were planning to operate. At the same time, this proposal was rejected by many votes, which allowed to move the bill to a new level with fewer expenses.
The current legislation opens up a wide range of opportunities for various gambling activities. This should include not only online casinos but also betting shops, which will now be able to open their doors to accept bets on multiple events. The parliament has nevertheless decided to take a progressive decision, allowing customers to take advantage of the unique gambling opportunities. All the new solutions are aimed exclusively at foreign players, and locals do not apply, adding more work to the parliament.
Conditions for casinos in Kyrgyzstan
The new bill also regulates the rules for offline casinos. They can be located only in restaurants and specially equipped hotel complexes. All gambling sites must be separated from other areas for ease of operation.
There are some restrictions on the capital’s casinos. One gaming hall must have at least ten gambling tables. Slot machines must bring a 75% refund to the player, regardless of the themes and features of the operation. Also, such halls should be equipped with special exchange offices. An essential requirement also applies to safety. Players are forbidden to use credit funds for betting in institutions. At the moment, the bill has already been sent for signature, so it will soon come into force. Parliament will create a specialized regulatory body that will be responsible for the registration and control of the gambling market. Earlier this year, parliament also considered the issue of legalizing the national lottery, but so far, it remains unresolved.
